The Cattle 6:131
ذَٰلِكَ أَن لَّمْ يَكُن رَّبُّكَ مُهْلِكَ ٱلْقُرَىٰ بِظُلْمٍ وَأَهْلُهَا غَٰفِلُونَ
That is because your Lord would not destroy the cities for wrongdoing while their people were unaware.
